UK and Scottish government Governments Clash Over Who Should Pay the £24.5 million Cost for Trump and Vance Trips

The British administration is being urged to "step up" and reimburse the £24.5m cost incurred during the recent trips by former President Trump and JD Vance to Scotland, according to a senior Holyrood official.

Substantial Estimated Expenses Disclosed

Provisional expenses amounting to nearly £24.5 million for the two official trips have been made public by the Scottish government.

Public Finance Minister McKee described the Westminster's unwillingness to provide funding as "ridiculous," arguing that both trips were clearly official, noting that the American leader held discussions with EU Commission president Ursula von der Leyen and UK prime minister Keir Starmer during his summer stay in the northern nation.

Details of the Trips and Associated Policing Costs

Donald Trump visited his golfing resorts at Turnberry in Ayrshire and Menie over a week-long trip in July, while American VP Vance spent around a long weekend in Ayrshire in August.

In a written communication to the Treasury’s chief secretary Chief Secretary Murray, Scotland’s finance secretary stated that the trips placed "significant strains and costs on Scottish public services, particularly Police Scotland."

The Edinburgh administration calculates that the provisional cost for securing the president's trip by itself was £21m, which reflected maximum daily assignments of more than four thousand police, while expenses for the VP's visit were approximately £3m.

Complex Security Mission

This extensive security mission was the biggest in the country since the passing of the late Queen in 2022, and involved regional police, specialist units, special constables and wider UK colleagues for expert assistance.

The Finance Secretary wrote: "After your choice not to provide funding to the Scottish government for costs incurred in relation to the visit of Donald Trump to Scotland in summer 2025 and the following trip of VP JD Vance, I am contacting you to request that you reconsider this stance and offer complete repayment for the expense of the trips."

UK Government Reply and Previous Example

The British administration stated that the trips were private and "not official UK government business." A spokesperson commented: "Holyrood are responsible for policing costs in the country as per agreed funding agreements for devolved matters."

While Robison pointed to previous precedent where the UK government covered the expense of Trump’s 2018 visit to Scotland, it is believed that visit came after a official invitation from Westminster, in which case it included security costs under its funding guidelines.

"The UK government must take action and cover the cost. I think it’s ridiculous, it was obviously a official trip … Especially when you have the prime minister Keir Starmer meeting with Donald Trump, holding joint briefings with him, conducting global diplomacy with them, its really hard to believe to say this was merely a private holiday trip."
